A UV light source emits ultraviolet wavelengths.
Fluorescent materials absorb the UV radiation.
The material re-emits energy as visible glowing colour.
The darker the room, the stronger the glow effect.
Dark lit rooms are best for uv effects.

To get the best results:

Position lights facing decor (not just the ceiling) |

Cheap white sheets glow intensely under UV light.
Drape them across ceilings or walls to amplify your lighting without expensive materials.
